DEACON, Fred Barlow – It is with great sadness and heavy hearts we announce the passing of Fred Deacon surrounded by family at the Belleville General Hospital on Saturday, October 21st, 2017, in his 81st year. Son of the late Fred H Deacon and late Ethel Deacon. Beloved husband of Barbara Deacon for 53 years. Loving father to Catherine Deacon-Barrett (Neil) and Fred Deacon (Elizabeth). Brother to Donald Deacon (Beverley), and Eric (Jane). Fred cherished his grandchildren Hannah, Owen, and Katie. Friends may call at the JOHN R. BUSH FUNERAL HOME, 80 Highland Ave., Belleville (613-968-5588) on Wednesday, October 25th, 2017 from 6:00 pm - 8:00 pm. Funeral services will be held at Bridge Street United Church on Thursday, October 26th, 2017 beginning at 2:00 pm with a visitation one-hour prior. A private family Interment will take place at Belleville Cemetery following the funeral service. Reception to follow Interment back at the church. Rev. Phil Hobbs officiating. If desired, donations to the Bridge Street United Church Foundation or Inn From The Cold Belleville would be greatly appreciated by the family. Fred Deacon Bio:

-Born June 4, 1937 and raised in Belleville.

-Graduate of the Western University, Ivy School of Business Administration. (Hon. B.A. Bus. ) May 1959.

-1959 entered the family business, Deacon Brothers Limited

-At age 24 became president of Deacon Brothers Ltd. and Deacon Brothers Sportwear Ltd.

-1965 elected President of the Belleville Chamber of Commerce. At age 28 the youngest president in the history of the BCC.

-1968 appointed to the board of the Provincial Criminal Injuries Compensation Board by Attorney General Arthur Wishart

-1977 elected to the Hastings County Board of Education. Successfully re-elected three times. Served two terms as Chair of the Board.

-Active in community as Vice Chair Belleville Industrial Commission, Treasure Waterfront Festival Committee, Director Beach grove Children’s Centre (Kingston), member of City Hall Restoration Committee, partner in business group that restored the McIntosh - Ridley House and Treasurer Quinte Arts Council.

-1991 closed Deacon Brothers Sportwear Ltd

-1992 accepted position with Peterborough County Board of Education as Manager of Employee Relations. Did collective bargaining for Peterborough and Victoria Counties Boards of Education.

-1997 seconded to the Ministry of Education to work for the Education Improvement Commission as a labor relations specialist. Commission oversaw the amalgamation of boards and the emergence of the new French language boards.

-1999 moved to the Labor Relation Branch of the Ministry of Education. Involved in monitoring collective bargaining as well as policy and legislation development in the area of education employment.

-Retired April 1, 2002

-Treasurer Board of Trustees Bridge Street United Church

-Married to Barbara MacLeod of Sudbury 1964. Two children, Catherine and Fred and three grandchildren Hannah, Owen & Katie.

-Enjoys gardening, fishing, golf and travel.
